Phillip Berenbroick is a Senior Strategist – Policy and Advocacy at the American Economic Liberties Project. Phillip formerly served as Chief Counsel, Competition & Technology for the Senate Judiciary Committee’s Antitrust Subcommittee where he led Senator Amy Klobuchar’s work to modernize federal antitrust laws, fund antitrust enforcers, and boost competition and innovation in digital markets.
Prior to working in the Senate, Phillip served as Counsel on the House Judiciary Committee’s Antitrust Subcommittee. He helped lead the Antitrust Subcommittee’s groundbreaking investigation and legislative efforts to address anticompetitive business practices by dominant Big Tech platforms. Before working on Capitol Hill, Phillip worked as Policy Director at Public Knowledge where he advocated before Congress and federal agencies on broadband competition and affordability and privacy. He also previously worked as a telecommunications regulatory attorney in private practice and as a legislative aide in the Virginia House of Delegates.
Phillip has testified as an expert on Capitol Hill and has been quoted in The New York Times, The Washington Post, and Wired and has appeared on NPR and Bloomberg News. He is a graduate of Tufts University and the University of Pennsylvania Law School.
